Monsieur l’Ambassadeur,
Mesdames et messieurs les Chefs de Division des Ministères israéliens,
Membres et partenaires de la CCIIF, amis PDG,
Merci d’être avec nous aujourd’hui pour souligner la relation économique entre Israël et la
France.
Monsieur l’Ambassadeur,
Merci pour votre invitation et de nous accueillir ce soir dans cette magnifique Résidence à
l’occasion du Nouvel An juif pour manifester votre soutien à la Chambre de Commerce et
d’Industrie Israël-France, et reconnaître nos efforts pour aider à maintenir et à développer
les liens commerciaux entre les deux pays.
Un grand merci également aux sociétés Hazera et Altavia, membres de la CCIIF mais aussi
sponsors de cet événement.
Aujourd’hui est un mercredi noir pour la France, temporairement sans gouvernement et
menacée d’un blocage général du pays par des black blocks et autres ingénieurs du chaos.
Pour Israël c’est le massacre du 7 octobre qui a été un jour noir, qui ne sera ni oublié ni
pardonné. Cette date est entrée dans l’histoire juive pas moins que la Shoah et la
destruction du Temple de Jérusalem. C’est pourquoi, sans mêler de politique, je ne peux
m’empêcher de mentionner l’impact négatif des décisions du Président Macron sur la
position d’Israël et sur la situation des juifs en France. Quel que soit son agenda personnel,
son attitude a probablement ouvert une boîte de Pandore : elle a été interprétée comme un
feu vert pour l’antisémitisme, et a fourni au Hamas un oxygène qu’ils ne rêvaient pas
d’obtenir.
Fort heureusement, les gouvernements passent tandis que les nations restent. La France et
Israël sont partenaires depuis le premier jour, et de nombreux indicateurs montrent que
c’est encore le cas aujourd’hui entre la France, un des poids lourds historiques d’Europe, et
Israël, qui est devenu un acteur clé au Moyen-Orient aux côtés de l’Arabie Saoudite, des
Émirats et des États-Unis. Nous espérons que la France et Israël contribueront
conjointement au projet IMEC reliant l’Inde à l’Europe via le Moyen-Orient, qui sera un
concurrent redoutable pour la Route de la Soie au nord, et a très probablement été un des
déclencheurs de la guerre de Gaza.
Revenons aux affaires. Les échanges commerciaux entre la France et l’Israël se sont élevés à
3,1 milliards d’euros en 2024, baisse relativement légère dans un contexte de guerre, mais
chiffres pas pires que ce qui a été réalisé avec le Royaume-Uni ou l’Inde. Une véritable
preuve de la résilience économique d’Israël.
Prenons l’exemple du secteur de la parfumerie et des cosmétiques, comme celui du membre
CCIIF L’Oréal : il a littéralement explosé, probablement en raison d’un besoin de
compensation, et peut-être aussi de la réduction des vols internationaux. L’importation
d’équipements électriques français a également augmenté, grâce à la forte augmentation de
la production d’électricité propre, par des acteurs comme notre membre EDF Renouvelables.

La France est aujourd’hui le 10ème fournisseur d’Israël, et c’est aussi son 10ème client. C’est
un bon rang mais il peut être amélioré, et nous, le CCIIF, pensons pouvoir aider.
Du côté des exportations israéliennes, il est intéressant d’observer que les produits agricoles
sont toujours en tête de la course, avec des acteurs comme le membre CCIIF Hazera. Pour
les instruments médicaux, une croissance de 50 % a été observée, avec des acteurs clés
comme le membre CCIIF Hanita Lenses qui fournit la plupart des lentilles chirurgicales
utilisées en France pour les opérations de la cataracte, et a reçu un Trophée CCIIF 2025 pour
reconnaître son excellence dans les affaires et les activités commerciales entre les deux
pays. Bien sûr, nous n’oublierons pas l’énorme contribution de la Hi Tech avec des biens
immatériels comme les logiciels, qui est bien représentée par Quantum Machines, société de
classe mondiale : ce membre CCIIF a également reçu un Trophée 2025 pour les mêmes
raisons d’excellence. Il fournit les éléments de cerveau aux ordinateurs quantiques sans
lesquels il n’y a pas d’IA, d’intelligence artificielle.
Sur un spectre plus large, des centaines d’entreprises israéliennes opèrent en France. Tous
les groupes du CAC40 sont présents en Israël, soit pour acquérir et gérer des opérations, soit
afin de pister l’innovation. Les fonds de capital-risque français aiment investir dans les
startups israéliennes, qui sont présentes chaque année à Vivatech, dans le cadre d’une
mission organisée par notre membre Yossi Dan en partenariat avec la CCIIF, et bien sûr avec
notre Chambre sœur la CCFI à Paris. Les entreprises israéliennes sont également habituées à
participer à des expositions comme SIAL, MILLIPOL et jusqu’à récemment à Eurosatory,
Euronaval et Le Bourget. On peut espérer que le bon sens et l’équité prévaudront pour
restaurer ce qui devrait être restauré.
L’attrait des licornes israéliennes n’a pas besoin de preuve : Google a acheté WIZ pour
32 milliards de dollars, Palo Alto Networks a acheté CYBERARK pour 25 milliards de dollars,
tandis que NVIDIA acquiert un terrain en vue de construire un super campus pour des
milliers d’employés supplémentaires. Le ministre de l’Économie israélien, M. Barkat, a
déclaré un jour que « ce qui est bon pour l’Europe est bon pour Israël ». Peut-être que ce qui
est bon pour les GAFA est aussi bon pour les groupes français ?
En tout cas, c’est notre travail en tant que Chambre de Commerce et d’Industrie Israël-
France de contribuer à préserver et à relancer la coopération économique entre la France et
Israël. Nous pouvons compter sur l’expertise de nos membres, sur notre réseau de contacts
institutionnels, professionnels et commerciaux dans les deux pays, ainsi que sur les
conférences, missions et événements que nous mettons en place pour diffuser la bonne
parole, comme nous le faisons ce soir grâce à l’hospitalité de l’Ambassadeur Journes. De
nombreuses améliorations sont à portée de main, nous avons juste besoin d’un peu d’effort
pour les obtenir.

Monsieur l’Ambassadeur,
Heads of Division of Israel Ministries,
CCIIF Members, Partners and CEO Friends,
Thank you for being with us today to underline the economic relationship between Israel
and France.
Monsieur l’Ambassadeur,
Thank you for your invitation and for hosting us tonight in this magnificent Residence, taking
the occasion of the Jewish New Year to show your support to Israel-France Chamber of
Commerce and Industry, and to recognize our efforts to help sustain and develop the
business links between the two countries.
Many thanks also to Hazera and Altavia, CCIIF Members but also sponsors of this event.
Today is a black Wednesday for France, temporarily without a government and threatened
with a general blocking of the country by black blocs and other chaos designers.
October 7 th massacre has been for Israel a black day, which will not be forgotten or forgiven.
It has entered Jewish history no less than the Shoah and the Destruction of Jerusalem
Temple. This is why, without mingling in any politics, I can’t avoid mentioning the negative
impact of President Macron’s decisions on Israel’s position and on France Jews situation.
Whatever his personal agenda, his attitude has probably opened a Pandora’s box : it has
been interpreted as a green light for antisemitism, and has provided to Hamas an oxygen
they didn’t dream to get.
Fortunately governments pass while nations stay. France and Israel have been partners from
Day One, and many indicators show that it is still the case today between France, one of the
historical heavyweights in Europe, and Israel, which has become a key Middle East player
alongside Saudia, the Emirates and United States. We hope that France and Israel will
contribute jointly to the IMEC project linking India to Europe via Middle East, which will be a
formidable competitor to the northern Silk Road, and was most likely one of the triggers of
Gaza war.
Back to business. France-Israel trade exchanges amounted to 3.1 billion Euro in 2024, a
relatively slight decrease in a context of war, but figures not worse than what was
performed with UK or India. A real proof of Israel’s economy resilience.
Let’s take the example of perfume and cosmetics business, like the one of CCIIF member
L’Oréal : it has literally exploded, probably due to a need to compensate, and maybe also to
the reduction of international flights. Import of French electrical equipment has also
increased, thanks to the sharp increase of clean electricity generation, by actors like our
member EDF Renewables. France is today the 10 th supplier of Israel, and it is also its 10 th
customer. It is a good rank but it can be improved, and we CCIIF believe that we can help.
On Israel export side, it’s interesting to observe that agricultural products are still leading the
race, with actors like CCIIF member Hazera. For medical instruments a growth of 50% has
been observed, with key players like CCIIF member Hanita Lenses which provides most of
surgical lenses used in France for cataract operations, and received a CCIIF 2025 Trophy to
recognize their excellence in business and commercial activities between the two countries.

Of course we won’t forget the huge contribution of Hi Tech, with includes intangible goods
like software and is well represented by world-class Quantum Machines : this CCIIF member
also received a 2025 Trophy for the very same excellence reasons, and provides the brain
pieces to the quantum computers without which there is no artificial intelligence, AI.
On a wider spectrum, hundreds of Israeli companies operate in France. All CAC40 groups are
present in Israel, either to acquire and run operations, or for innovation scouting. French
Venture Capital funds love to invest in Israeli startups, which are present every year at
Vivatech, as part of a mission organized by CCIIF member Yossi Dan in partnership with CCIIF,
and of course with our sister Chamber CCFI in Paris. Israeli companies have been also used
to participate to exhibitions like SIAL, MILLIPOL, and up to recently to Eurosatory, Euronaval
and Le Bourget. One may hope that common sense and fairness will prevail to restore what
should be restored.
The attractivity of Israeli licorns needs little proof : Google purchased WIZ for 32 billion $,
Palo Alto Networks bought CYBERARK for 25 billion $, while NVIDIA is acquiring a piece of
land to build a super campus for thousands of additional employees. Israel Economy
Minister Barkat declared once that “What is good for Europe is good for Israel”. Maybe what
is good for GAFA is also good for French groups ?
In any case it is our job as Israel-France Chamber of Commerce and Industry to help preserve
and reboost the economic cooperation between France and Israel. We can rely on the
expertise of our members, on our network of Institutional, professional and business
contacts in both countries, and on the tutorials, missions and events that we set up to
spread the good word, like we are doing tonight thanks to the hospitality of Ambassador
Journes. Many improvements are at hand, we just need some effort to grab them.

On November 14,  three Senators of French Citizens Abroad -Evelyne Renaud-Garabedian, Sophie Briante Guillemont and Jean-Luc Ruelle- met in Tel Aviv in presence of Ambassador of France Frederic Journes, a hundred French economic actors operating in Israel, in order to understand their needs and see how they could help answer them. These very frank exchanges focused on the lack of legal status of the EFE (French Entrepreneurs Abroad), on the need for local representation of the BPI (Public Bank for Investments), on the insufficiency of academic agreements, on the absence of Israel from the Francophonie(World Union of French Speaking Countries), etc… A very fruitful meeting that all the participants wished to see renewed.

Economic briefing at Haifa French Consulate General

French Consul General in Haifa Georges Diener organized on November 17th with the help of CCIIF North, of the Economic Affairs Section at the Embassy of France, of Business France, Technion and Alstom, an economic briefing during which the successive speakers informed some 50 participants on the extensive business relations, technological-scientific cooperation between Israel and France and ongoing infrastructure projects. It was followed by a rich exchange of views and by a get-together cocktail.

The CCIIF & ESCP Water Forum took place on January 14th, 2026 at 17:30 at Trade Tower, Hamered 25, Tel Aviv, 18th floor. The event followed the highly successful Water Forum held on December 1st in Paris and addressed key issues related to water, innovation, and France–Israel cooperation.

The session was opened by Prof. Daniel Rouach, Honorary Chairman of CCIIF and Holder of the ESCP Innovation Chair, and was led by Yossi Dan, CEO of Challengy. It featured the participation by Zoom of Ran Keiny from the Embassy of Israel in Paris, Dr. Liad Deri-Hermon from the Israel Water Authority, Ezra Sidransky from the Economical Company for the Development of MA Menashe, Rony Sarfatti, water treatment expert, and Ben Machness, CEO of AquaPixel. Companies such as Nano+, NUFiltration, and Netafim were also involved. A feedback on the Paris Water Forum was provided by Raphaël Perez, and the session concluded with remarks by Jacques Cabessa, former Netafim VP. Additional information was shared during the event by Gérard Pomper and Ron Waldman from CCIIF, and Sophie Miller from Business France.

The webinar organized by Qualita and the CCIIF, in partnership with the city of Karmiel and key industrial players from northern Israel, was a success.

Karmiel & Northern Israel Project
During the webinar, a joint project led by Qualita and the Israel–France Chamber of Commerce, in partnership with the Municipality of Karmiel and industries in northern Israel, was presented with a clear objective: to promote the professional integration of future and new olim in northern Israel, in a spirit of Zionism, mission, and a genuine commitment to welcoming olim.

 Four companies presented their activities and job opportunities at all levels, suited to diverse profiles. 
 The Municipality of Karmiel then presented the city, its infrastructure, quality of life, and economic dynamism. 
 Finally, Gilles Assouline shared his professional background, his personal aliyah experience, and his successful integration in northern Israel.

The Israel–France Chamber of Commerce and Industry (CCIIF) held its annual trophy award ceremony, honoring companies such as L’Oréal Israel, Club Med ISR, Carrefour Israel and Cyrus Herez Israel, which have distinguished themselves by their commercial performance and their contribution to strengthening the economic and cultural bridge between France and Israel over the past year, despite a complex economic and geopolitical context. The event took place in the presence of Frédéric Journès, French Ambassador to Israel, Shahar Turgeman, President of the Federation of Israeli Chambers of Commerce, Julien Roitman, President of the Chamber of Commerce Israel France, by Gad Propper, Chairman of the Board of L’Oréal Israel, Dan Catarivas, President of Israel federation of Bi-national Chambers, as well as many leading representatives from the business world. It was the French Ambassador who presented the Trophies to each of the four companies. France is one of Israel’s most important trading partners in the European Union. Cooperation between the two countries covers strategic sectors such as innovation, research and development, technology, tourism, and trade in goods and consumer products. The annual awards are given to Israeli companies and local subsidiaries of international groups that continue to foster an ongoing dialogue, strategic partnerships and concrete collaborations contributing to the development of the Israeli economy.
